Hundreds Celebrate President Boakai's Decision To Suspend NAAFA DG Emma M. Glassco

Emma Glassco's tenure as Director General of the National Fisheries and Aquaculture Authority (NaFAA) has been marred by allegations of poor leadership and financial mismanagement, culminating in her suspension by President Joseph Boakai on February 13, 2025. The decision comes after months of escalating tensions between Glassco and NaFAA workers, who have long voiced concerns about her management style and alleged misconduct.


The relationship between Glassco and NaFAA employees deteriorated significantly over the years due to her inhumane treatment of workers. On May 2, 2024, the National Fisheries and Aquaculture Authority Workers Association (NaFAAWA) issued a formal "Vote of No Confidence" against Glassco, citing a litany of grievances[9]. These included accusations of a dictatorial leadership style, workplace harassment, unfair salary disparities, wrongful dismissals, and misapplication of funds[3].


The workers' frustrations reached a boiling point in July 2024 when they staged a three-day peaceful protest to draw attention to their concerns[9]. This action forced the intervention of the Ministry of Labor, which attempted to mediate the dispute between Glassco and the employees. However, these efforts were reportedly hampered by Glassco's repeated refusal to attend scheduled meetings, further exacerbating the already tense situation[9].


Glassco's alleged financial mismanagement has been a central issue in her leadership controversy. The suspension comes amid allegations of corruption and financial irregularities, including the misapplication of World Bank funds intended to improve Liberia's fisheries sector[5]. These accusations have raised serious concerns about the stewardship of resources crucial to the country's economic development.


One of the most damaging allegations against Glassco involves misusing US$831,000 from the Liberia Sustainable Management of Fisheries Project (LSMFP), a World Bank-funded initiative[1]. According to reports, these funds, earmarked initially for constructing NaFAA's national headquarters, were allegedly diverted to finance former President George Weah's re-election campaign[1]. If proven true, this accusation would represent a significant breach of trust and misuse of public funds.


The workers' complaints about Glassco's leadership style paint a picture of a toxic work environment at NaFAA. Employees have accused her of fostering a dictatorial atmosphere where dissent is not tolerated and workers feel marginalized[3]. The allegations of workplace harassment and unfair treatment have reportedly led to low morale and decreased productivity within the organization.


Salaries disparities have been another point of contention between Glassco and NaFAA workers. Employees have alleged that there are significant and unjustified differences in compensation among staff members, leading to feelings of resentment and unfairness[3]. This, combined with accusations of wrongful dismissals, has created an atmosphere of job insecurity and distrust within the organization.


Despite these mounting issues, Glassco reportedly remained unresponsive to workers' concerns. Her alleged refusal to engage in meaningful dialogue or address employee grievances deepened the rift between management and staff[9]. This lack of communication and apparent disregard for worker welfare has been cited as a significant factor in the deterioration of labor relations at NaFAA.


NaFAA workers have celebrated Glassco's suspension, viewing it as a long-overdue step toward addressing their grievances[9]. The NaFAAWA has expressed gratitude to President Boakai for his decision, demonstrating the government's commitment to transparency, accountability, and ethical leadership in the public sector[3].


As investigations by the Ministry of Justice and the Liberia Anti-Corruption Commission (LACC) get underway, the full extent of the alleged mismanagement and misconduct at NaFAA may come to light [3]. The outcome of these investigations will likely have significant implications for Glassco's future and the broader efforts to promote good governance and accountability in Liberia's public institutions.
